What Vietnam’s digital strategy means for academic cooperation

Decision 1266/QĐ-TTg · July 14, 2026

What this means for you

  • The strategy links digital skills and workforce development with cooperation involving foreign universities and research institutes.
  • Use it to propose a specific academic or research outcome with a Vietnamese institutional owner; it does not authorize a degree or award funding.
  • The basic digital-skills target counts training participations rather than necessarily distinct learners. Validate demand and funding before planning an intake.

The detail

Official change date: 2026-07-14. Last verified: 2026-10-22.

What changed: Decision 1266/QĐ-TTg, signed July 14 by Deputy Prime Minister Hồ Quốc Dũng for the Prime Minister, approves the 2026–2030 National Digital Transformation Strategy, with an orientation to 2045. It takes effect on signature and replaces Decision 749/QĐ-TTg (2020), saving ongoing tasks/projects until completion or adjustment/integration. Official record · Signed decision, Article 3.

Who is affected: Vietnamese ministries/localities, training and research institutions, enterprises and participating organizations. For US universities, the explicit interest in high-quality workforce training and cooperation with leading foreign universities provides a policy basis for a focused academic proposal. It does not authorize a degree program or allocate funding to a US school. Article 1, III.4, III.6; Article 2(6).

Watch the denominator: the 2030 basic digital-skills target is at least 10 million person-times, not necessarily 10 million different people. The three 100% staff-training/AI targets are within the stated government-personnel context. STEM/STEAM, reskilling, institution–enterprise work-based learning and foreign-university cooperation are qualitative tasks/directions. Annex I, items 9–11 and 24 · Annex II, tasks 36–40 and 50–55.

What to do: identify a Vietnamese institutional owner and a specific skill/research output; validate employer/student need; confirm funding and the lawful delivery/recognition route before promising an intake. Follow subsequent ministry plans and implementing policies. National targets describe ambition, not achieved results or a contract pipeline.
