Decision 1266/QĐ-TTg · National Digital Transformation Strategy 2026–2030, orientation 2045
What this means for you
- Vietnam's strategy prioritizes digital skills, AI, data, cybersecurity, cloud computing and lifelong learning.
- It seeks cooperation with leading foreign universities and research institutes. Frame a proposal around a specific Vietnamese training or research need.
- The basic digital-skills target counts training participations, not necessarily distinct people. It is not a forecast of paying students.
- A national priority does not supply a program licence or a funding award. Check the delivery route and partner resources separately.

The detail
1. The rule and its status
Decision 1266/QĐ-TTg, July 14, 2026, approves Vietnam's National Digital Transformation Strategy for 2026–2030, with an orientation to 2045, and assigns implementation responsibilities. Effective from signature, July 14, 2026, under Article 3(1). The Prime Minister is the issuing authority; Deputy Prime Minister Hồ Quốc Dũng signed on the Prime Minister's behalf. Official record · Signed decision, pages 1 and 15–16.
This is a national strategy and assignment of work. Its targets are intended outcomes, not evidence that they have already been achieved, an appropriation to a US university, or permission to deliver a foreign degree.
2. Who it affects and what it means for a US school
The strategy expressly seeks cooperation with leading foreign universities and research institutes for knowledge transfer, technology transfer and high-quality workforce training. It prioritizes digital thinking, AI, data, cybersecurity, cloud computing, STEM, reskilling and lifelong learning. US schools can use those priorities to frame a concrete Vietnamese institutional need, with measurable learning or research outputs. Article 1, III.4 and III.6, decision pages 8–11.
Four numerical training targets are particularly relevant by 2030:
| Target | Population and meaning | Official locator |
|---|---|---|
| 100% receive training, development or updated digital knowledge/skills | Leaders, cadres, civil servants and public employees in state agencies; not a quota for every Vietnamese university | Annex I, A.I.9 |
| 100% receive digital-technology training/development/updates | Personnel specializing in digital transformation and IT, within the government-target group | Annex I, A.I.10 |
| 100% have accounts and training in the public-service AI assistant platform | Cadres, civil servants and public employees in the stated government context | Annex I, A.I.11 |
| At least 10 million person-times of basic digital-skills training | People of working age; lượt người counts training participations, not necessarily 10 million distinct people | Annex I, A.III.24 |
Official target annex, pages 1–3. The complete thematic target and task register covers all workforce, skills, education, university and international-cooperation provisions identified across all three attachments, including assigned agencies, outputs and dates. It distinguishes numerical targets from qualitative tasks.
The decision sets no numerical university enrollment, US-partnership, foreign-university, lecturer or international-student quota in the reviewed text. Do not import targets from Resolution 71 or another digital/AI strategy and attribute them to this decision. Its two explicit 2045 numerical targets are top-30 digital-government standing and a digital economy of at least 50% of GDP; neither is a university performance target. Article 1, II.2(b); Annex I, B.25–26.
3. What to do, by partnership model
These are planning implications, not new licensing duties created by the strategy:
- Recruitment: explain how a specific course develops relevant skills. National policy alignment does not establish applicant demand, affordability, employment outcomes or a funded scholarship.
- 2+2/3+1: design demonstrable progression in digital/STEM skills and document credit decisions. The strategy does not guarantee transfer credit or a visa.
- Dual degree/joint program: connect curriculum, faculty development and employer engagement to a defined Vietnamese need. Verify current academic authority, program permission, capacity and recognition separately.
- Online/blended: assess learning evidence, identity, accessibility, data handling and assessment. Universal household-fiber coverage is a 2030 national target, not proof of connectivity for today's cohort.
- Branch campus: identify the specific investment and operating route under current law. International-cooperation language does not waive establishment or operating conditions.
Article 2(6) calls on training and research institutions and other participating organizations to contribute through research, services, training, community support and cooperation with competent authorities, while complying with data, electronic-transaction and cybersecurity law. Article 1, IV identifies state-budget and other lawful funding sources, but makes no award to a named US school. Decision pages 11 and 15.
4. Change history
Article 3(2) replaces Decision 749/QĐ-TTg of June 3, 2020, the earlier national digital transformation program. Article 3(3) saves its ongoing tasks/programs/projects until completion or adjustment/integration under the new decision, with incompatible content to be reviewed. Replacing the framework does not cancel every existing project. Signed final clauses, pages 15–16.
The VietnamPlus item is a July 25, 2026 news/video report, not the signature date. The official portal's three attachments comprise the 17-page decision, four-page target annex and 16-page task annex. Separate national data and AI strategies must be identified separately. Check later amendments and replacements before relying on the strategy.
