Last verified: October 22, 2026. Decision signed July 14, 2026 by Deputy Prime Minister Hồ Quốc Dũng for the Prime Minister; effective on signature. This thematic register identifies every provision in the reviewed three-attachment package that expressly concerns workforce, digital skills, education, universities or international cooperation. It includes supporting cross-sector provisions where education/research is expressly named. Numerical targets, qualitative directions and assigned tasks are separated. It is an English editorial paraphrase, not an official translation or evidence of achievement.
Numerical targets
All four training targets below are for 2030, not annual targets. The exact workforce denominator matters.
| Locator | Target | Lead / coordination |

Official Annex I. Lượt người permits repeat participation; it must not be reported as a verified count of unique people. No separate numerical quota for universities, university enrollments, international degrees, international partners or foreign lecturers appears in this decision. The 2045 quantified targets are national digital-government top-30 standing and digital economy of at least 50% of GDP (Annex I, B.25–26), not educational attainment targets.
