Building a workable 2+2 or 3+1 pathway

Transfer and articulation rules · Circulars 52/2026, 07/2025 and 65/2026

What this means for you

  • The labels 2+2 and 3+1 describe study years, not a Vietnamese licence category. Distinguish individual transfer from a jointly organized program.
  • Agree course-level credit decisions and remaining requirements with the US receiving institution; no universal credit acceptance follows from a partnership.
  • Check the Vietnamese delivery and decision route separately from recognition of the eventual US degree. Plan a completion alternative if travel is not possible.

The detail

Last verified: 2026-10-30. Not legal advice.

“2+2” and “3+1” describe a proposed allocation of study years, not a Vietnamese license category. For planning, distinguish individual credit transfer into a US degree from a jointly organized program that recruits and delivers part of that degree in Vietnam. The applicable route depends on the actual arrangement, not its marketing name. This is an analytical classification; a program-specific determination remains necessary.

What the Vietnamese texts establish

Decree 86/2018 as amended by 124/2024 expressly permits joint curricula delivered wholly in Vietnam or partly in Vietnam and partly abroad, and distinguishes the degree issuer. Article 16 differentiates admissions requirements for Vietnamese, foreign and both institutions' awards. Official consolidated text, Articles 16–17, printed pages 12–14. Last verified: 2026-10-21.

For an approved joint program, Circular 07/2025 requires a study plan issued before the course starts; teaching and award arrangements follow the awarding institution's current rules and the parties' agreement. Its Article 5 governs transfer out of/among qualifying programs and the recognition of accumulated credits, with a 50% ceiling or the foreign awarding institution's rules. That provision is not a universal guarantee that a US school will accept two or three years of Vietnamese credits. Official Circular 07, Articles 4–5, printed pages 4–5. Last verified: 2026-10-21.

Approval-route update, checked October 30, 2026: Resolution 66.18/2026/NQ-CP, Annex I.11 section 1.C.IV–VI, replaces the specified prior approval/extension/adjustment procedures with HEI decisions, disclosure, database updates and supervision, while retaining substantive quality conditions. Its relevant window generally runs July 1, 2026–February 28, 2027, subject to Article 7(4)'s intervening-instrument rule and the specific existing-approval/pending-file transitions. An old ministry dossier, five-year renewal period or autonomy label does not by itself establish the current route. Official resolution · Tracker and transition detail. Verify the institution's decision-maker and the actual program's current legal basis.

What your agreement should settle

Recommended operating provisions: course-by-course equivalencies; minimum grades; English readiness; US residency and graduation requirements; credit expiry; tuition in each country; transfer admission; student support; and an alternative completion route if a student cannot travel. A visa refusal contingency belongs in the operating plan; no source reviewed establishes a visa guarantee.

For a linked program, retain the cooperation agreement and curriculum, faculty, assessment, award, financial and learner-protection evidence. The older Article 21 ministry dossier is historical where Resolution 66.18 displaces that procedure; preserve the actual institutional decision and required disclosure/database records instead. See the joint-program rules.

Before you act

Confirm the institution-specific approving authority and whether the proposed articulation is within joint-program regulation. Circular 52/2026 requires outcome-based credit assessment and, within its applicable receiving-award regime, at least 50% of workload at the awarding institution; it is not a universal rule binding a US receiving institution. Circular 65/2026 separately governs use of the foreign award in Vietnam. For 2027 intakes, check Circular 74's program-name/code mapping. Do not promise universal US credit acceptance, completion or a standard approval timeline. Last checked: 2026-10-22.
