Circular 52/2026/TT-BGDĐT · Articulation and credit recognition
What this means for you
- Credit recognition requires an academic comparison of outcomes, content, workload and assessment; matching course names is not enough.
- Within this Vietnamese awarding framework, at least half the workload must be completed at the awarding institution. This is not a universal US transfer cap.
- Publish the receiving institution's decisions and remaining requirements before promising a shortened degree. A transfer agreement does not guarantee recognition of the final foreign award.

The detail
1. The rule and its status
Vietnamese institutions must assess prior learning against program outcomes and publish transparent articulation and credit-recognition rules. In force: issued June 30, 2026; effective August 15, 2026. Official signed text, Articles 1–12.
2. Who it affects and what it means for a US school
The circular addresses articulation between vocational upper-secondary, intermediate, college and university programs, and movement within a level. It does not require a US university to accept a fixed amount of Vietnamese credit. Article 8(1) includes results from foreign programs recognized under applicable law; it does not make every foreign certificate transferable. The receiving institution compares learning outcomes, content, workload and assessment under Article 8 and documents its decision.
3. What to do, by partnership model
- Recruitment: distinguish admission eligibility, credit recognition and remaining time to degree. Do not advertise a guaranteed shortened route from an earlier qualification without the receiving institution's assessment.
- 2+2/3+1: use an explicit course/outcome map and evidence of learning, with institution-specific decisions. Article 8(5) requires the learner to complete at least 50% of total program workload at the awarding institution within this circular's applicable regime; the institution may require more. This is a Vietnamese receiving-award rule, not a universal US transfer cap or proof that a proposed 3+1 is lawful.
- Dual degree and joint program: assess each award separately and classify whether this articulation regime or the foreign-linked program rules govern each component. Article 8(6) allows mutual-recognition agreements with verifiable learning data and retained records; the agreement does not displace other authorization requirements.
- Online/blended: assess the learning and the permitted program mode separately. Credit recognition does not authorize an otherwise unapproved mode or assure recognition of the final foreign award.
- Branch campus: check the applicable awarding regime and approved program. This circular does not establish or license a foreign branch.
Article 6 includes articulation intake within the corresponding program's total admissions quantity. Articles 7–8 preserve special restrictions for health and other regulated fields. Article 9 requires published internal procedures, conditions, criteria, review/complaint routes, records and learner guidance. An assessment council with relevant expertise is required by Article 8(9). Keep the actual assessment record rather than relying on a general MOU.
4. Change history
Article 11 ends the inter-level vocational-articulation provisions in Circular 27/2017/TT-BLĐTBXH from August 15, subject to Article 10. Students already admitted or studying continue under their admission-time rules through completion or maximum duration. Existing vocational articulation programs have a similar cohort transition. Pending recognition applications may use the new circular if rights are not reduced; a more favorable prior rule may continue. Official text, Articles 10–11. Earlier provisions are identified precisely there; do not label the whole 27/2017 circular unconditionally repealed on this evidence.
