Circular 83/2026/TT-BGDĐT · Institutional standards
What this means for you
- The new institutional standards take effect November 15, 2026; their first evaluation uses 2026 data. Issuance is not proof that a university has passed.
- Request dated evidence on governance, faculty, facilities, finance, teaching and research, together with improvement plans.
- An institution-wide result does not by itself establish capacity at every site or permission for a joint program. Check the proposed location and activity.

The detail
1. The rule and its status
Circular 83 sets minimum institutional quality conditions and performance indicators, with HEMIS-based evaluation and disclosure. Issued September 30, 2026; not yet in force on this page's verification date. Effective November 15, 2026, replacing Circular 01/2024 from that date. Official Vietnamese text and record, Article 15.
The first evaluation under the new circular uses 2026 data, while the prior circular's published results continue until new results are published. Future effectiveness and the first data year are different concepts. Do not announce that a university has already passed the new standard because the circular has been issued.
2. Who it affects and what it means for a US school
It applies to HEIs and other institutions with HE activity, with scoped exceptions and phased application in Article 9. Article 6 organizes the standard into six areas: organization/governance, faculty, facilities, finance, admissions/training, and science/technology/innovation. Article 7 and Annex II supply indicator definitions, methods, scope, sources and thresholds. A headline ratio without its conversion factors, exclusions and application year is not a defensible compliance finding. Official text, Articles 1–9 and annexes.
For a US institution, use the framework to request evidence of a prospective partner's capacity, records and improvement plan. This is distinct from program permission and from an accreditation certificate. Article 10 requires valid, verifiable data and differentiates achieved, not achieved and insufficient-data results. It also requires management action to rest on verified underlying issues and the applicable legal authority/process, rather than a summary label alone.
Article 9 does not produce a separate overall standards conclusion for a branch or constituent school. Some indicators must still be calculated by branch/location and aggregated into the institution's result. National/regional/multi-member university data also have the stated member and aggregate treatment. A parent-level result is therefore not sufficient diligence on a particular teaching site.
3. What to do, by partnership model
- Recruitment: identify which institution, data year and evaluation framework supports a standards claim. Disclose any relevant limitations accurately.
- 2+2/3+1: verify the actual teaching site's faculty, facilities, learning records and support capability; aggregate institutional data do not decide credit acceptance.
- Dual degree/joint program: request current institutional evaluation and improvement evidence alongside program authorization, accreditation and intake-capacity calculations. Avoid treating institutional standards as a joint-program license.
- Online/blended: Article 6 includes the LMS's compliance with MOET's minimum technology requirements. Match systems and learning/assessment records to Circular 49 and the permitted delivery/recognition route.
- Branch campus: review branch-specific source data where required, the aggregate institution result and the separate Decree 361 authorization/conditions. Do not invent an independent branch certificate under this circular.
Article 11 provides an annual evidence cycle: nonfinancial data at December 31; financial data finalized/updated by March 31; self-evaluation report by April 30; institution disclosure before May 31; MOET results before June 30. Article 13 repeats the institutional/MOET data and disclosure responsibilities. Ask for the dated source records, not a newly prepared summary lacking an audit trail. Official text, Articles 8–13.
4. Change history
Article 15 replaces 01/2024/TT-BGDĐT on November 15. Article 14 keeps earlier published assessment results usable until the new assessment is published, sets 2026 as the first data year, and contains scientific-output list savings. For institutions in Law 125 Article 46(8), applying the new standard does not extend the law's 48-month transition period. Official text, Articles 14–15.
Some metrics have future stages or exceptions. Article 10(3) excludes not-yet-due staged indicators from mandatory assessment, while requiring every applicable indicator to be achieved for a positive overall result. Preserve the correct data year and institution category when comparing old and new results. A before/after comparison that silently changes the denominator can mislead a partner review.
