Circular 20/2026/TT-BGDĐT · Institutional accreditation
What this means for you
- Ask for the institution's actual accreditation decision, scope, dates and conditions, not just a website badge.
- Full and conditional recognition are different: the stated certificates last five and two years respectively, with improvement duties.
- Institutional accreditation does not establish that every program, partnership or teaching site is authorized. Review the proposed activity separately.

The detail
1. The rule and its status
Vietnamese HEI accreditation combines institutional self-evaluation, external review, recognition and continuing improvement, with separate full and conditional recognition. In force: issued March 31, 2026; effective May 15. Official signed text, Articles 20,40 and 51–52.
2. Who it affects and what it means for a US school
An institutional certificate is evidence about the institution within its scope and term; it is not proof that every degree, foreign linkage or teaching site is separately authorized/accredited. This distinction matters when screening partners from the Atlas. A conditional certificate must not be displayed as unqualified full accreditation.
Article 20 evaluates institutional results as achieved, conditionally achieved or not achieved. Article 40 provides a five-year certificate for full recognition and a two-year certificate for conditional recognition, with improvement and reassessment requirements. Read the actual decision/certificate, issuer, scope, dates and conditions; an institutional news announcement alone is insufficient.
3. What to do, by partnership model
- Recruitment: identify whether any accreditation claim concerns an institution or a specific program, and display current status accurately.
- 2+2/3+1: inspect institutional quality evidence alongside credit policies and the destination program's requirements; accreditation does not create a transfer entitlement.
- Dual degree/joint program: check each institution and each award/program separately, including foreign accreditor scope and the applicable program-accreditation rules. A two-award arrangement is not covered by one undifferentiated certificate.
- Online/blended: verify that the proposed mode, systems and teaching arrangements are addressed in the relevant quality evidence, with the technology and recognition rules separately satisfied.
- Branch campus: check the branch's operating authorization and quality conditions, plus the parent's qualifying accreditation/recognition under Decree 361. The parent's certificate alone does not demonstrate the Vietnamese branch's lawful operation.
Article 24 requires identifiable, accurate evidence for self-evaluation, including digitized/coded records suitable for verification. Articles 40–45 require continued improvement, records and relevant reassessment. Request material changes, conditions and any revocation as well as the original certificate. These are practical due-diligence actions; they do not turn this page into an independent accreditation opinion.
4. Change history
Article 52 replaces 12/2017/TT-BGDĐT and ends the accreditation-council provisions in61/2012. Article 51 allows institutions/accreditors that had already performed self-evaluation and registered external review before May 15 to finish under 12/2017 by December 31, 2026. Signed pages 35–36. Consequently, a 2026 accreditation may legitimately use an older framework; check the transition basis instead of assuming it is invalid. Decree 361 separately changes operating conditions for accreditation organizations, including foreign organizations.
