Draft rules could give Vietnamese universities more say over foreign partnerships

Date: September 19, 2026 (VietnamPlus report on consultation draft) Source: VietnamPlus, Vietnamese-language report, September 19, 2026 Last verified: October 21, 2026

VietnamPlus reported on September 19 that MOET had released a consultation draft to replace Decree 86/2018, as amended by Decree 124/2024. It proposed broader institutional decisions on foreign training partnerships with disclosure, accountability and data-based management, while retaining prior approval for some cases needing tighter quality control.

Why it matters: You should ask your partner who would decide on your model and who would keep the supporting records and disclosures. Those responsibilities belong in the partnership plan alongside curriculum and student support. This is a report on a draft, not verification of the final text or later legal status.

If you're considering something similar:

  • Obtain the official draft and check subsequent enactment before changing plans
  • Confirm the current decision route with your partner and local counsel
  • Name the owner of required records and disclosures before setting a launch date
