Party Central Office Notice 160-TB/VPTW, issued August 29, conveyed General Secretary and State President To Lam’s conclusions on implementing Politburo Resolution 71-NQ/TW of August 22, 2025. It assigns higher education a role in talent development, research and innovation, and vocational education closer links with enterprises and the labor market.

Why it matters: You can frame a proposal around the implementation problem your Vietnamese counterpart needs to solve. Ask what faculty capability, curriculum or research output is missing, then show how your institution would help build it. The notice sets policy direction; funding and authority need separate checks.

If you're considering something similar:

  • Name an institutional owner and one achievable academic output
  • Agree how progress and any employer contribution will be measured
  • Check funding and applicable program requirements before promising delivery
