Vietnam's new higher education law: what changes for partners

Date: January 1, 2026 (general effectiveness); July 1, 2026 (Article 45(2) provisions) Source: Law No. 125/2025/QH15, Articles 45–46, text reproduced by Thư Viện Pháp Luật Last verified: October 21, 2026

Vietnam’s National Assembly adopted Higher Education Law No. 125/2025/QH15 on December 10, 2025; it generally took effect January 1, 2026, with Article 45(2) provisions effective July 1. Article 46 gives existing licensed branches and operating training sites 48 months from January 1 to meet the law’s requirements.

Why it matters: You need a dated legal map that matches your proposed award, teaching location and Vietnamese partner. Review who can make each decision and what records and student protections the model requires. A transition applies to a particular institution or site, not automatically to every new partnership.

If you're considering something similar:

  • Ask your partner and local counsel to confirm the applicable rules
  • Record the decision-maker and required documents for your delivery model
  • Identify the relevant transition before committing students or resources
