Following proposed changes to foreign education cooperation

Foreign-cooperation decree proposal · Official announcement dated September 19, 2026

What this means for you

  • The September announcement describes a proposal, not verified enacted permission to run a program.
  • The actual draft clauses, exceptions and transitions must be checked before relying on the proposed changes.
  • Separately, Resolution 66.18 already changes specified joint-training procedures. Do not attribute that enacted change to this proposal.

The detail

1. The proposal and its status

MOET is proposing a new foreign-education cooperation framework; the verified source is an official announcement, not the draft's operative text. Draft announced September 19, 2026; this announcement does not establish enactment, an effective date or a currently open consultation. The Government report says the proposed decree would replace86/2018 as amended by 124/2024. September 19 is the report date, not a verified signature/version date for the draft.

2. Who it may affect and what it means for a US school

The report describes potential changes affecting foreign-linked programs, research collaboration, foreign branches and representative offices. It describes more institutional decision-making with disclosure, data reporting and subsequent oversight, while retaining prior approval in specified cases. It also says investment/establishment/operation conditions already regulated elsewhere would not be repeated. These are the Government report's description of a proposal; exact legal categories, exceptions and transitions cannot be verified without the draft attachment.

Separately, enacted Resolution 66.18 already changes the specified joint-training procedures. Do not attribute that existing procedural change to this September proposal, or assume an old prior-approval requirement still applies universally. Official resolution · Tracker. This update does not verify enactment of the proposed replacement decree.

For a US school, the immediate implication is to keep a change contingency in planning while satisfying the current rules. No launch, recognition or staffing entitlement follows from an announced reform direction.

3. What to do, by partnership model

No new legal duty is imposed by this announcement. The following are planning checks pending the actual text:

  • Recruitment: continue classifying consultancy, representation and degree-program recruitment under current law; ask how a future representative-office process might affect the proposed presence.
  • 2+2/3+1: preserve course maps, issuer responsibilities and cohort dates so a later change can be assessed without reconstructing the program.
  • Dual degree/joint program: establish the present institutional decision/quality route under applicable enacted instruments, including Resolution 66.18 and its time limits; do not use the proposal itself as authority.
  • Online/blended: continue using the applicable07/2025,49/2026 and 65/2026 checks. Do not infer a new permitted online percentage or level from the announcement.
  • Branch campus: continue applying361/2026 and the Investment Law, including saved-file analysis where relevant. The report is not a substitute for either license.

Before relying on any final replacement, compare who approves, which exceptions remain, what must be disclosed, which data are filed, when it starts and how existing programs transition. Use this checklist to assess any final replacement; it does not reproduce the draft clauses.

4. Change history and scope

The intended predecessors are 86/2018 and 124/2024, already affected by 2026 continuation/repeal instruments. Before relying on a replacement decree, obtain the official adopted text and effective date, compare the actual approval and transition clauses, and check how it applies to the planned activity. This announcement alone does not establish either a final law or an open consultation.
