University Atlas: scope and evidence standard

Last verified: October 21, 2026. Working methodology; independent fact-check before publication.

What “top 50” means here

Use national rank 1–50 in VNUR 2026, rather than an unpublished USVN quality judgment. VNUR uses six standards and 18 indicators; it excludes postgraduate-only institutions and states that institutions lacking two consecutive years of required disclosure are not ranked. This is one ranking methodology, not a government list of authorized partners. VNUR 2026 methodology. Last verified: October 21, 2026.

Take the national-rank column, not the table's internal row ID. Preserve the provider's institution identity; do not double-count a system by inserting member institutions as additional top-50 entries. A system rank, headcount, accreditation or partnership must never be silently assigned to a member university. VNUR 2026 source table. Last verified: October 21, 2026.

Profile fields

  • Type: public/private and system/standalone identity, attributed to source.
  • Autonomy: legal/financial/academic scope and relevant dated instrument where verified. Never infer partnership self-approval from public/private status or old pilot autonomy.
  • Accreditation: accreditor, exact institutional/program/site scope, decision/date and expiry. AUN-QA program assessment, institutional accreditation and rankings are different fields.
  • Rankings: provider, edition, category and rank/band. Ratings/stars are not league-table ranks.
  • Size: actual enrolled headcount, population covered and reference year. Intake targets, alumni totals and faculty-plus-student totals are not enrollment.
  • Program strengths: source-supported subject results or documented program areas. An offered subject alone is not proven comparative strength.
  • Foreign partners: name, model, evidence date and evidence of current operation. A signature establishes an announcement; a dated intake establishes recruitment; graduation establishes a historical cohort.

Every asserted value carries its source and last-verified date. “Not verified” means evidence is incomplete; it never means absent, unaccredited or unauthorized. Profiles remain research until independently checked. Public university material may be self-reported.

Refresh procedure

Recheck live operations and enrollment annually, accreditation at its exact renewal date, legal authority on regulatory changes, and rankings with each edition. Save specific changes and evidence gaps in STATUS.md. No outreach or claimed institutional relationship.

Ranking snapshot caveat (added October 21, 2026)

The working cohort uses the January 2026 VNUR table reproduced in VietnamNet's January report, whose table images were inspected directly. This is a reproducible initial cohort, not a confirmed final October top 50. Rank 47's row still requires direct image/provider confirmation. The provider's live table did not expose all rows during retrieval.

An important later correction exists: University of Transport Technology's January 20 announcement reports rank 26 after supplementary data; the initial table instead places Hanoi Pedagogical University 2 at 26. The provider's narrative also gives Nha Trang 46 whereas the reproduced initial table gives 44. Do not merge incompatible snapshots or silently replace a row. Final cohort reconciliation is a publication hold. Last verified: October 21, 2026.

Ownership evidence

Where an institution-specific current primary statement has not been checked, the profile explicitly attributes public/private classification to the 2024 VNUR table, hosted by University of Finance–Marketing. This older classification is not labeled a verified 2026 legal-entity status. All profiles need a current charter/establishment/conversion cross-check before publication. Dated ownership table.
